Many Malaysian salons and their clients ask whether professional products are Halal. Because Halal certification is issued per product line and can change over time, Passion Group provides the current, official certificate on request rather than a blanket claim.
What we can confirm: NO3 is a Japanese professional brand. Any Halal certification would be issued by a certifying body in Japan, and its standing in Malaysia depends on whether that body appears on JAKIM's official list of recognised foreign Halal certification authorities.
